At an annual meeting of the freeholders and other inhabitants of the Town of New Windsor in the County of Ulster and State of New York at the house of Daniel Clement being the usual place of Town Meeting on the first Tuesday in April in the year of our Lord one thousand seven hundred and ninety two. Special Meeting May 18th 1792
At a special meeting of the inhabitants of the Town of New Windsor held at the house of Sarah Hamilton, the usual place of Town Meetings for the purpose of liquidating the accounts of Doctor Moses Higby against said Town.
Resolved unanimously that the said account of Doctor Higby be raised and included in the Town Tax for the present year.

The permits and license issued by the Supervisor and Magistrates amounts to the sum of fifty four pounds. April 1st 1794.
Matthew Dubois has paid into the hands of William W Sacket Poor Master the sum of four pounds fifteen shillings being the balance due for the excise for the year 1793 and charged in this book page 10.
The sum of twenty nine pounds 6/10 charged page 10 to John Morrison & Jonas Williams P.Master the year 1792 is charged to the acct. of William W Sacket their [----fsor]
After the 1st April the Supervisor and Magistrates granted license & permits to sundry other persons to the ammount of twelve pounds six shillings and which with the above account amounts to sixty pounds six shillings as per Supervisors acct. curr. page 18.
Voted by the Commissioners of Highways that sixty three pounds ten shillings be raised for the repair of bridges in this town and paid into the hands of the Town Clerk by James Thorne one of the Collectors as per acct. cur. page 19.

Report of the committee appinted to examine the accounts of Matthew Dubois Esq. late Supervisor for the Town of New Windsor.
To the citizens of the Town of New Windsor:
Gentleman: We the subscribers to whom was refered the examination of accounts and settlements depending between the inhabitants and the late Supervisor of this town beg leave to report as follows, viz:
We find the excise money as received by M Dubois from the year 1785 to the year 1788 to amount to two hundred and forty seven pounds and having compared this sum with the credit given for excise by the late treasurers books find the sum recd. by M Dubois to exceed the sum noted by M Tappan by a balance of one hundred and forty pounds four shillings, but M Dubois says that he has lost those receipts. We are at the same time persuaded that M Dubois did on a former occasion exhibit the treasurers receipts for excise money to the full amount as had been receivd by M Dubois from this town and those receipts were seen by Charles Clinton, John Morrison and John Kerr &

and as to any further examination of M Dubois's accounts our time would not admit us but having given a statement of facts we forebear to offer any comments and subscribe.

Voted by the Commissioners of Highways that the sum of Twenty five pounds be raised by tax for the repairing of bridges in this town .
The permits and licenses issued by Francis Crawford Supervisor and Johannes Miller and Charles Bull Magistrates for the year 1795 amount to the sum of eighteen pounds eight shillings as per return dated 27th April 1795.
At a meeting of the Commissioners for settling the poor accounts held at the house of Francis Crawford December 4th 1795 , ordered that the Poor Masters pay to Matthew Bull as soon as convenient may be, the sum of ten pounds two shillings and three pence being the balance of an old acct. against Ann Homes.
After the issuing of above license, one other license was granted to Francis Crawford by Johannes Miller and Charles Bull magistrates for two pounds.

Order to Poor Masters 1794
Ulster County ss:
By the people of the State of New York or to the Overseers of the Poor of the Town of New Windsor - Wheras Jabish Atwood about two years past did take in to his house Hannah Devoe who was pregniant at that time and had gained a settlement in the said town and was very poor. Atwood was at the expense of her lying in and until the time the child was weaned then the said Hannah Devoe obsconded and left the child at the said Atwoods house a charge to him, the proposal of the town would advance twenty pounds and bind the child to him he would indemmify the town from any further expense.In consultation of a majority of the Commissioners for Auditing the poor accounts, it was agreed to offer Atwood twelve pounds to be paid in three months, which offer he accepted and the child bound to him, and he bound to indemmify the said town or. These are therefore to require you the said Overseers of the Poor of the said town or one of you that forthwith you do pay unto the said Jabish Atwood the sum of twelve pounds to discharge the contract. Given under our hands and seals this 22nd of Dec. A.D. 1794. Nathan Smith

By the people of the State of New York or to the Overseers of the Poor of the Town of New Windsor - Wheras complaint upon oath hath this day been made unto Nathan Smith and Matthew Dubois Esq. two of the Justices of the Peace in and for the said County, that Rachael Patten Widow of David Patten decd. of the town aforesaid is very poor and at present unable to provide for herself and two young children and is in want of relief. These are therefore to require you the said Overseers of the Poor of this town aforesaid or one of you that forthwith you do pay or cause to be paid unto the said Rachel Patten four shillings and four pence weekly and every week for the relief and support of the said Rachael Patten and her two children from the date hereof until the first Tuesday in April next or until such time as you shall be otherwise ordered according to law to forebear the said allowance. Given under our hands and seals this 22nd of Dec 1794.

Anno Domini 1796 Poor accounts
The licenses and permits for retailing spiritous liquors in the Town of New Windsor for the year 1796 amount to the sum of twenty six pounds as per return made by Francis Crawford Supervisor dated March 3rd 1796.
At a meeting of the Commissioners of Poor accounts held at the house of Sarah Hamilton on Tuesday the 29th of March 1796. Ordered by said board Com'rs that the Poor Masters pay Robert Cook for the maintaining of Ann Homes the last year for the sum of twelve pounds.
Ordered that Joseph Clark be paid the sum of ten pounds for keeping a child of Rachael Patten from the 11th of May 1795 to the 5th of April following inclusive.
Ordered that the sum of three pounds ten shillings be paid by John Scott one of the Poor Masters out of money in his hands to Doctor Hedges for his attendance on William Henry during his sickness at the house of Charles Martin.

At a Special Town Meeting held at the house of Sarah Hamilton on Jan 21st 1797 for the purpose of electing one Poor Master and one Constable in the place of John Morrison Esq. agreeable to a request under the hands of twelve freeholders for that purpose. The following persons were chosen: Viz:

Voted - That the committee to revise the Bie-Laws be authorized to take into consideration an account laid in against the town by Sarah Hamilton for building a public pound and report their judgement thereon, and deliver in the same on the last Tuesday in April instant.
That the sum of one pound 3/9 be paid to William Telford for his service as Poor Master last year.
That the sum of one pound 4p be paid to Joshua Green for like services last year.
That the sum of one pound 3p be paid to Samuel Logan for the like services.
Voted - That the sum of one hundred and fifty one pounds be raised by tax this year to defray the poor accounts.

Voted - George Denniston, Francis Crawford, James Moores, Thomas Fulton, John Kerr and Robert R Burnet be a committee to revise and alter the By(e) laws & report them on the last Tuesday in April instant at the place of election.
That the above committee take into consideration the account of Sarah Hamilton for building the town pound & make report at the time to the Supervisor before the last Tuesday in May next.
Voted - That the sum of sixteen pounds be paid by the Poor Master the ensuing year to Thomas Nicholson jr. for his support.

Voted - That Leonard D Nicoll & Joshua Green be allowed the sum eighteen shillings each for their services as Poor Masters for the year 1798.
Voted - That Leonard d Nicoll, Isaac Schultz & Joshua Green call on Samuel Lincomb & obtain a statement & make a settlement of the property of Widow Totten deceased.
Voted - That the sum of four dollars fifty five cents & five mills be paid to William Falls for taxes lost when he was Collector by the removal of William I Jackson.
Voted - That the sum of seventy seven pounds nineteen shillings be raised by tax of the town for the use of the poor for the present year.
Adjourned till the first Tuesday in April 1800 to meet at the usual place.
