At a meeting of the free holders and inhabitants of the Precinct of New Windsor; at the house of Judah Harlow on the first Tuesday in April, in the year of our Lord one thousand seven hundred and sixty three: agreeable to the directions of an act of the Governor, Counsel and General Assembly of the Province of New York: an act entitled, an Act for dividing the Precinct of the Highlands in Ulster County, into two Precincts (by a line therein mentioned) one to be called by the name of New Windsor Precinct and the other by the name of New Burgh Precinct.

Pursuant to and by virtue of an act of the Legislature of this Colony entitled
An Act for the relief of the poor in the Counties of Ulster & Orange and to
enable the freeholders and inhabitants of the several towns or
precincts thereof to elect Overseers of the Poor at their annual meetings
passed the 31st Dec. 1768. It is agreed by a majority of the Freeholders and
inhabitants at this annual meeting that there be raised for paying the expenses
of sustaining the poor of this Precinct already accrued and to access in the
course of the ensuing year the sum of twenty pounds.

Then adjourned til the 1st Tuesday in April next to meet at the same place.

At an annual meeting of the Freeholders and inhabitants of the Precinct of New Windsor in the County of Ulster at the house of Neal McArthur on the first Tuesday in April in the year of our Lord one thousand seven hundred and seventy for the election of officers for said Precinct agreeable to the direction of sundry acts of the Legislature for the Colony of New York and for transacting such other matters as by law impowered.

A.D. 1770 continued

We, Patrick McClaghry, James McClaghry and George Clinton the Commissioners of Highways for the Precinct of New Windsor chosen in the room and stead of the State Commissioners pursuant to the directions of an act of the Lieutenant Governor, the Council and the General Assembly for the Colony of New York, entitled an Act for the better laying out and regulating and keeping in repair the common and Publick Highways in such Precincts in the County of Ulster as are therein mentioned. Passed the 27th January 1770 (being first duly sworn) have divided the said Precinct into four districts in manner following to wit:

The first or New Windsor District bounded north by the Precinct line west by the top of Snake Hill and a straight line running from thence to where the Kings Road meets Goshen Road near the house of Timothy Wood and southerly and easterly by the east side of the said Kings Road back of William Ellisons House to New Windsor.

The second or Creek District bounded as follows to the south & west by the New Windsor District to where the road leading from Little Britain to the creek or Brewsters Forge meets said New Windsor District south by the county line to where the Goshen Road crosses it west by a straight line from thence to where the said road leading from Little Britain to the creek leaves the New Windsor Road & southerly & easterly by the south side of the said road leading to New Windsor & the New Windsor District including said district last mentioned the said road leading from New Windsor Road to the Creek or Brewsters Forge.

The Middle or third District bounded as follows to the by the New Windsor and Creek Districts southward by the county line & northward by the Precinct line westward by a line running, southerly from the county line so as to include Alexander Falls Jun., James McClaghry esq., Charles Clinton esq. & crosses the road one chain

Chain west of William Mulliners house and including in said district Alexander Falls senr., Robert Buchanan and the inhabitants north of them & to the east of the Great Meadow to the Precinct line & northward by the Precinct line.

The West or fourth District bounded as follows east by the Middle district south by the county line & north & west by the Precinct lines. In Witness, whereof we have here unto set our hands respectively this 3rd day of April Anno Domimi 1770.

We the Commissioners and Overseers of the Highways for the Precinct of New Windsor elected and chosen the first Tuesday of April Anno Domimi 1770 for the year then next, ensuring pursuant to the directions of an act of the Lieutenant Governor, the Council and the General Assembly for the Colony of New York, entitled an act for the better laying out regulating and keeping in repair the common an Publick Highways in such Precincts in the county of Ulster as are therein mentioned passed the 27th of January 1770. Have by virtue of the trust in us therein reposed after having carefully and candidly considered as well the distance of the Publick Highways in each district the badness of the same the difficulty of repairing them & the number of hands in each respective district to do the work, divided and propositioned the monies raised in the said Precinct for the purposes aforesaid by virtue of said act in the manner following, to wit: to the first, ie; New Windsor District we have allowed the sum of fourteen pounds nine shillings and one penny, to the second or Creek District the sum of thirteen pounds four shillings.

To the third or Middle District the sum of eleven pounds fourteen shillings. To the West or fourth District the sum of seven pounds eight shillings and eleven pence, amounting in the whole to forty six pounds sixteen shillings being the sum raised leveyed and collected in the said Precinct for the purposes aforesaid. Witnessed our hands this 2nd day of November 1770.

We the Commissioners and Overseers of the Highways for the Precinct of New Windsor elected and chosen the first Tuesday in April Anno Dom. 1771 for the year then next ensuing pursuant to the directions of an act of the Lieutenant Governor, the Council and the General Assembly for the Colony of New York, entitled an act for the better laying out regulating and keeping in repair the common and public highways in such Precincts in the County of Ulster as are mentioned passed the 27th of January 1770, have by virtue of the trust in us therein reproved after having carefully and candidly considered as well the distance of the public highways in each district, the badness of the same, the difficulty of repairing them and the number of hands in each respective district to do the work divided and proportioned the monies raised in said Precinct for the purposes aforesaid by virtue of said act in the manner following , to the first or New Windsor District we have allowed the sum of fourteen pounds, to the second or Creek District the sum of thirteen pounds, to the third or Middle District the sum of eleven pounds, to the West of Fourth District the sum of nine pounds eight shillings amounting in the whole to forty seven pounds eight shillings being the sum raised, levied and collected in the said Precinct for the purposes aforesaid, Witness our hands this 31 st day of December 1771.

Received of Capt. James Clinton , Clerk of New Windsor Precinct the sum of eleven pounds being the proportion of money raised in said Precinct in year 1771 which was allotted to the Middle District of said Precinct for repairing the public highways pursuant to an act of the Legislature entitled an act for the better laying out regulations & keeping in repair the common and public highways in such Precincts in the county of Ulster as are therein mentioned which sum of monies to return & pay to him unless I produce a warrant from the Comm of Highways to him the said James Clinton authorizing the payment of said sum to me as a Overseer of said district together with a certificate of my being sworn as an Overseer of said district pursuant to said act. Witness my hand this first day of June 1772.

A.D. 1772 continued

We the Commissioners being duly sworn do divide the New Windsor precinct into Districts the same manner it was last year, except the Creek District which we have divided into two in the manner following. That all the inhabitants on the south of Goshen Road except Colonel Ellison, Timothy Wood and John Ellison's millar to belong to the Creek District and all on the north side of said road, to belong to Goshen Road District, and to include Colonel Ellison, Timothy and Ellisons millar, those that belong to Goshen Road District to work Goshen Road and all roads northerly to the other districts, the Creek District to work all the roads southerly of Goshen Road to the county line. In witness whereof we have hereunto set our hands this seventh day of April 1772.

Witness our hands this 28th day of December 1772.

Voted twenty shillings for the use of the poor the ensuing year which money when raised together with all poor money now due or shall become due this year shall be paid to the Precinct Clerk and by him paid to the Overseers of the Poor upon their producing him their accounts of the money due by the Precinct properly drawen out and certified.

Settled all accounts due to the precinct for the use of the poor that we could find out and after paying of all the poor accounts there now remains a balance due to the precinct from the following persons;

A.D. 1774 continued

We the Commissioners appointed by act of Assembly for laying out public highways & taking into consideration that the Middle District or Little Britain District and Hunting Grove District are too large and inconvenient for two districts, have divided the two said districts into three in the following manner, viz: Silver Stream District is to join the New Windsor District and Goshen Road District as they were formerly laid out and to extend westward to the east side of Beaver Dam from the Precinct line by George Colemans Mill to the Orange County line.

Little Britain District bounded easterly by Silver Stream District and westerly by a line running from the north bounds of the precinct so as to include Alexander Falls, James Byrne and James Buchanan to the county line.

Hunting Grove bounded easterly by Little Britain District and northerly westerly and southerly by the bounds of the precinct. John Nicholson, John Nicoll, James Fauleoner, George Denniston, Samuel Brewster.

Voted six pounds for use of the poor the ensuing year.

Then adjourned to the first Tuesday in April next to meet at the same place.

March 15th 1775

Paid Jane Camble for keeping her daughter bastard child being in part of six pounds the Precinct agreed to give her for the year 1774.

Voted for the use of the poor the ensuing year the sum of thirty pounds which money when raised to be paid to the Clerk to be settled at the next Town Meeting as the Precinct thinks most proper. The Clerk to pay what money he has in his hands to the Overseers of the Poor in case of necessity and to receive the money due to the Precinct and keep an account of it.

To all people to whom these presents shall come, we John Nicoll, Nathan Smith, William Telford, Matthew DuBois & Robert Boyd Junr. Commissioners of the High Ways for the Precinct of New Windsor in the County of Ulster and State of New York , duly elected and chosen by a majority of the freeholders and inhabitants of said Precinct at the annual town meeting on the first Tuesday in April, said part in persuant to directions of a certain act of the Legislature of the State aforesaid, entitled an act for the better laying out regulating and keeping in repair, all common and public high ways and private roads in the Counties of Ulster, Orange, Dutchess, Charlotte and Winchester passed the eleventh day of March 1779 send greetings.

Whereas James Bell of the Precinct aforesaid by his petition in writing to us asserted set forth that he was totally cut off and shut out from any intercourse whatsoever with the public highway, for necessary purposes of going to church, mill, and market by the obstructing and stopping a certain private road he had always been accustomed to use leading through the land of Thomas Pather and the lands of belonging to the heirs of William Mulinor decd. now occupied by Matthew DuBois and prayed relief in the premiss.

Now therefore know ye in order to accommodate the said James Bell his team and assign with a private road leading from his dwelling house to the highway leading from New Windsor to Goshen and he where south of his said dwelling house, We the said John Nicoll, Nathan Smith, William Telford, Matthew DuBoise and Robert Boyd Junr., Commissioners of the Highways for the Precinct aforesaid & have by virtue of the power and authorities to us given in and by the aforesaid acts of the Legislature of the State of New York passed the eleventh of March last as aforesaid viewed and laid out and by those premises do lay out a private road of twenty two feet wide for the sole use and benefit of the said James Bell his heirs and assigns he or they first paying /or offering to pay/ at the rate of thirty pounds here for all the lands that may be accepted by the said private road of twenty two feet belonging to Thomas Porter and the heirs of William Mulliner decd. agreeable to the valuation put thereon by twelve freeholders of the Precinct aforesaid sworn for that purpose. Beginning at a chain at tree,

tree standing northwesterly of the dwelling house of the late decd. William Mulliner and now in possession of

Matthew Dubois, and on the north side of the public highway leading from New Windsor to Goshen and is where, from thence along the east side of a line marked trees to the southeasterly corner of the dwelling house of the said James Bell, the said line of marked trees to be westerly bounded of said private road of twenty two feet wide. And we the foresaid Commissioners of Highways for the Precinct aforesaid by virtue of the powers and authorities aforesaid given do order that copy of this our return be filed with the Clerk of the County aforesaid to be by him entered on the record also order the Clerk of this Precinct to enter the same in the Town Book. In testimony whereof we have unto set our hands this twenty first day of July 1779.

Voted : That Robert Burnett be paid four pounds ten shillings depreciation money for one hundred pounds and eighty six money for the year eighty and if the said money has been paid to any other persons the said person shall respond back to the precinct the said money and Capt. Dubois is authorized to enquire at Kingston after the said cash.

4. That sixteen pounds be paid William Telford for Jean Burns bastard child who is to keep said child til it comes of age and to be bound by the poor master til it comes of age.

1st. Came to the house of William Watson this fall and last spring a steer calf no artificial mark, natural mark or patterned color. Hunting Grove Nov. 29th 1792.

2nd. Came to the house of John Arnot in Little Britain the twentieth of Nov. last two sheep; one marked with a slot in one ear and a half penny on the underside of the other ear. The other has no artificial mark a small black spot near one eye.

December 3rd 1792.

3rd. Came to the house of Prince Danford in Little Britain the 7th day of Dec. one sheep marked with a slot in one ear and crop off the top of the other ear with a slit and a half penny out of each side of said ear. December 20th 1792.

4th. Came to the house of Sarah Matthews in the Town of New Windsor a red steer with a white face marked with a crop off the right ear & two half pennies under the left ear , came to her house last summer. December 26th 1792.

5th. Came to the house of Robert R Burnet about sixteen days ago a large sheep marked with a crop off each ear. January 10th 1793.

Came to the house of James D Humphry in Little Britain November the first 1793, two one year old heffers, one of which is a dark red color with a crop off the top of the left ear and a hole thru each ear. The other is spotted with white and red color spots and marked as aforesaid. Recorded this 16th of Nov. 1793.

Broke into the inclosure of James McDowel in Little Britain a brown colored three year old steer with a large white spot on forehead near the eyes & marked with a crop off the top of the right ear and a slit through the top of the left ear. Recorded this 14th day of December 1793.

Broke into the inclosure of Matthew Davis in Hunting Grove on the 29th of Nov. last. Two - one year old steers one of which is a light red with a white face & belly and some white on the hindlegs, marked on the ears with a crop off the right ear & slit through said ear. And a half penny out of the underside of the left ear. The other steer is a dark red color and marked on the ear as aforesaid. Recorded this 17th Dec 1793.

Broke into the inclosure of Joseph Doolittle in the Town of New Windsor about the middle of April last a large red yearling heffer, no artificial mark. Natural marks are a white face, white legs and feet a white tail and a small white spot on the top of her shoulder. Recorded Oct 9th 1794.

Broke into the inclosure of John Herr in Hunting Grove sometime in the month of August last, two heffers, one is a fried bindle colour marked with a hole in the right ear and a half penny out of the left ear, supposed to be two years old. The other is a red coloured heiffer with a short tail and marked with a crop off both ears & supposed to be one year old. Recorded Oct 14 1794.

Broke into the inclosure of Samuel Moffat in Little Britain , three stray creatures, one of which is a brindle steer three years old with rum horns, a white spot on his forehead, some white spots on his body and lower part of the tail white marked with a slope or crop off of the right ear.

One of the others is a brindle hieffer three tears old with crism horns some what white on her face, the lower part of the tail white and some white spots between the legs. Marked with a slope or crop off of the right ear and a nick on the underside of the left ear. The other is a black hieffer three years old with some white on her forehead, a white streak along the back and tail, white hind legs and some white on the belly, straight horns and marked with a slope or crop off the right ear and a nick on the under side of the right ear. In the possession of Thomas Shaw in Little Britain a reddish brindle heiffer white face, white hind legs and white on the top of his tail, supposed to be two years old and no artificial mark. Also three yearlings two of them heiffers, one of which is a reddish colour with a brocked face.
