| Yes, regardless of the size. |
| How far from my property lines does my shed have to be? |
| It needs to be placed 10ft from the property lines (side and rear) and 6ft from the house. The shed can not be any closer to the road than the house is. |
| What are the height restrictions for residential fences? |
| A fence can be 4ft high maximum in the front of the house and 6ft high maximum on the sides and rear of the house. The fence can be placed right on the property line and can be faced either way. There are more restrictions for fences on corner lots, so please contact the Building Department for the code requirements for fences on corner lots. Also, a permit is required for all fences, however there is no fee. |
| How long does it take to process a Building Permit? |
| We have 5 to 10 business days to process the application. Commercial Building Permits may take longer. |
| What are the set-backs for a swimming pool? |
| A pool needs to be 10ft in all directions, from the property lines and house. The pool can not be located any closer to the road than the house is. Also, a permit is required for all pools. |
| Is a fence required around my above ground pool? |
| A 4ft fence is required around any pool that is less than 48in in height. The fence must also meet all of the State Code barrier requirements. |
| Why was my brush not picked up? |
| Branches can be no longer than three to four foot in length, no wider than three inches in diameter, and they must be tied into bundles. |
| When are they going to pick up my leaves and brush? |
| Brush and leaves are picked up the opposite weeks of recycling. Paper bags or garbage cans are the preferred receptacle. |
| Can I put a couch or loveseat out with my regular garbage? |
| Yes. If you have a couch and loveseat, please put one piece out each week. |
| I have an old Television and computer monitor I want to put out with my garbage. Is that ok? |
| Television and computer monitors are now considered a hazardous material. You can take them to the Orange County Transfer Station on Route 17K at Orr Ave. just before you get to Stewart Airport. There is no charge for the first television or computer monitor. |
| Does the Town do a spring or fall cleanup day? |
| No, because we pick up furniture, etc. on regular garbage pick up days. |
| During a snowstorm, when should I expect my road to be plowed? |
| Plow routes are established with main arteries cleared first and then secondary roads when the main arteries have been cleared. |
| Does the Justice Court take credit cards? |
| Yes, the Justice Court takes Visa / Mastercard in person at our office. Credit cards are not accepted over the phone. |
| How can I sue for rent owed and eviction? |
| This action is called a Summary Proceeding. If you do not have an attorney you may pick up a pamphlet at the court which guides you on this action.
Forms for this may be purchased at an office supply store that sells legal documents. |
| How do I resolve an equipment violation?

| You must have the violation repaired within 24 hours. Have the police department fill out a Notice of Correction and bring to court for dismissal. |
| How do I resolve an insurance violation? |
| Bring a correct insurnace card for the date of ticket or a letter from your insurance company (on tehir letterhead) stating that the car was insured on the date of ticket with Make, Year, Vin Number and License Plate Number. |
| How do I start a small claim? |
- Person or Business you are suing must be in New Windsor jurisdiction, or the person must be able to get your mail at their work in New Windsor.
- You cannot be a partnership or corporation.
- Must be $3,000 or less.
- If Post Office Box address you must have letter personally served with affidavit of service.

| When do I need to appear in court after I receive a ticket?
|
| The date on your ticket is not a courtdate unless it is misdeameanor violation. Your must first send in your plea on the ticket via mail or in person.
If you plea guilty the court will send you a fine notice.
If you plea not guilty we will send you a court date.
All plea's must be in writing on the ticket or you may get a form for plea's from the court. If you have any doubt about your court date please call the court. |

| How soon/early can we register for events? |
| For our sport programs we start registration 3 months before the program starts. For other programs and trips it may be a bit less. |

| What documents do I need to register my kids for the first time? Do I need to bring a BC each time I register my kids? |
| If you are registering a child for the first time we will need a copy of the child’s birth certificate. If you want to take advantage of the New Windsor residents’ discount, we will need to have a copy of a current utility bill showing your New Windsor address. Once we have these things on file you will only have to update the utility bill once a year. The birth certificate we keep forever. |
| Can I register by phone?

| For our free activities that require registration you can do that by phone. For other programs we do require you to come into our office to register or register on-line. |
| Do you give refunds? |
| We give refunds if the program has been cancelled, rescheduled, or if you give us enough notice that we can sign up someone else from a waitlist. |
| What time are the parks open for use? |
| All our parks are open from dawn to dusk for general use. They are open longer only for special events. |
| What facilities can we rent and how much does it cost? |
| The only facilities that the town rents out right now are the Community Center at Town Hall ($200.00 for the minimum 4 hours- $50 each additional hr.); Stewart Gym- $50/hr.; Mt. Airy Park- $40/hr. no lights and $50/hr. with lights for soccer fields and Mt. Airy/Ruscitti softball fields are $25/hr. no lights and $35 with lights. |
| How much does it cost for a parking permit at Plum Point? Where do we get them? |
| Parking permits for Plum Point Park are Seniors $5, residents $10, non-residents $50. This is for a seasonal pass. |
| For what ages are your programs for? Do you have programs for children under 3 and over 16? |
| Outdoor and Indoor soccer are for ages 4-17yrs. Basketball ages 6-16 yrs. Tennis for ages 7-15 yrs. Our Start Smart programs are for the younger set. Soccer is for 3 yr. olds and basketball is for 3-5 yr. olds. We also have Mom and Tots for 2-4 yr. olds and Playgroup for ages 3-5 yr. olds. |
| How do we find out about closings and cancellations? |
| If a program is canceled or closed due to the weather it will be announced on our answering machine if you call the office after hours. You can also find out by going to our website where we post all closings and cancellations as soon as they occur. |
| Do you have pools or any other outdoor swimming places in New Windsor? |
| At this time there are no town owned swimming facilities. |
| When do you start registration for summer camp? |
| We usually start our registration for summer camp the first Sat. in April. That is the only Sat. we are open from 9am-12n. |
| HOW CAN I OBTAIN A HANDICAP PARKING PERMIT? |
| Our office can issue either a permanent or a temporary permit to New Windsor residents only. You need not be a licensed driver or own a vehicle.
Applications are available in the Town Clerk’s office. You need to bring in your driver’s license and a completed application from a medical doctor (MD), doctor of osteopathy (DO), or doctor of podiatric medicine (DPM, licensed in NYS only) certifying that you have a qualifying disability. The statement must be less than one year old, describe the condition and how it limits your mobility, be on the doctor's letterhead, and include the doctor's professional license number and signature. |
| HOW DO I OBTAIN A DOG LICENSE? |
| Licenses are obtained at the Town Clerk’s office in the town where the dog is harbored. You will need to bring a certificate from a veterinarian showing the dog has a current rabies vaccination and a certificate showing that the dog has been spayed or neutered, if applicable.
After the application and appropriate certificates are filed and the license fee has been paid, the license will be validated for one year. Each dog is assigned a permanent official identification (ID) number and issued a metal ID tag which is to be attached to the dog’s collar. |
| HOW DO I OBTAIN A MARRIAGE LICENSE? |
| A couple who intends to be married in NYS must apply in person for a marriage license to any town or city clerk in the state. The application for a license must be signed by both the bride and groom in the presence of the town or city clerk.
Although the marriage license is issued immediately, the marriage ceremony may not take place within 24 hours from the exact time that the license was issued and is valid for sixty days thereafter.
Photo ID is required when you apply. If there have been previous marriages, a certified copy of the Decree of Divorce or a Certificate of Dissolution of Marriage is required for each divorce by the clerk issuing the marriage license. In the case of the death of a spouse, a certified copy of his/her Death Certificate will be required.
