Town of New Windsor Assessor Todd Wiley would like to remind all taxpayers of the approaching December 31, 2013 deadline for the new STAR Registration Program. This new legislation requires all homeowners that received the Basic STAR (School Tax Relief) exemption on the September 2013 school tax bill, to register with the New York State Department of Taxation and Finance in order to continue receiving this exemption in 2014 and subsequent years.

Only the Basic STAR recipients are required to register with the State Tax Department. Senior citizens receiving the Enhanced STAR exemption are not affected by the new registration requirement.

The State’s Tax Department has been mailing notices to taxpayers that are required to register. Registration can be done online or by phone. The State’s website is and the phone number is (518) 457-2036. Hours are Monday-Friday 8:30 am – 8:00 pm, and Saturday 9:00 am – 1:00 pm.

In order to be eligible for the Basic STAR you must own and live at your primary residence. And the total income of all owners who live in the home and any owner’s spouses who live in the home, must be $500,000 or less.

Taxpayers that are receiving the Enhanced STAR are not required to register with the State. Eligibility for the Enhanced STAR requires that the property be the primary residence of at least one of the owners, and all owners must be 65 or older, except for spouses or siblings, and the total income of all owners, and any owner’s spouses who lives in the home, must be $81,900 or less.

You can only have one primary residence. Owners may claim only one STAR exemption. Married couples with multiple residences may only claim one STAR exemption.
